"Custom User Titles" are now enabled by default to ALL groups, no matter the post count. However, as far as the ranks go, here they are:
Academy Student ==== 0 posts
Genin ============ 250 posts
Chuunin ========== 500 posts
Jounin =========== 1,000 posts
Hokage ========== 2,500 posts
Sannin =========== 5,000 posts
S-Ranked Criminal === 10,000 posts
